Red Cross Assists Militant Group in Search for Bodies of Captives in Gaza Strip

The International Committee of the Red Cross (ICRC) confirmed that its representatives joined Hamas officials into zones of Gaza still under Israeli military authority to facilitate the hunt for the remains of individuals held captive.

Ceasefire Agreements and Hostage Bodies Handover

As part of the truce negotiated by the United States, which began on 10 October, Hamas is obligated to hand over the bodies of all captives as soon as possible. As a reciprocal measure, Israel has agreed to transfer the remains of 15 Palestinians for each Israeli.

The organization has to date handed back the bodies of fifteen of those taken hostage but none in the last five days, as some of those remains are thought to be in locations past the yellow line marking Gaza’s ceasefire.

ICRC Role as Impartial Facilitator

“At the request of the involved sides, the Red Cross joined a participant in the hostilities as the party looked for the remains of the deceased past the IDF-designated ‘yellow boundary’,” stated a spokesperson for the committee.

The spokesperson continued: “The parties to the conflict established the modalities of the operation and delegated the ICRC to act as a neutral intermediary. The ICRC was had no part in the discussions.”

She additionally explained: “Our team was not involved in the physical hunt for the bodies nor does it engage in the retrieval of remains.”

According to global legal norms, it is the responsibility of the parties engaged in a hostilities to locate, gather, and recover the bodies of the deceased.

American Ultimatum and Local Search Efforts

On Saturday, the US president delivered a two-day ultimatum to the militant group. “Hamas is going to have to start handing over the bodies of the hostages who died, including two Americans, promptly, or the additional nations involved in this great peace will take action,” he wrote on his online channel.

As the two-day window neared, the group, accompanied by the ICRC, teamed up with teams from Egypt, who were authorised by Israeli authorities to search for bodies beyond the boundary indicating the withdrawal of troops inside Gaza. An official representative said the delegation would use excavator machines and trucks in the search.

Authoritative Verification and Media Reports

This development was supported by an unnamed Israeli official, who told local press that members of the group had been permitted to enter areas of the region under Israel Defense Forces (IDF) control to look for the remains of hostages, together with Egypt’s and ICRC teams.

“To achieve this goal, representatives were allowed to pass the yellow line,” the official was cited as saying.

Footage released by a regional network seemed to show individuals of a specialized group – belonging to the organization’s armed faction tasked with guarding hostages – accompanying a Red Cross vehicle in a coastal area close to Rafah, which lies outside IDF jurisdiction.

Challenges in Locating Captive Remains

The search for the remains of Israeli hostages has turned into one of the most sensitive matters in the ceasefire reached between the parties. Yet, the attempt to find the remains has been difficult from the beginning, given the presence of an approximate 60m tonnes of rubble across the strip, where, as per local health authorities, at least ten thousand Palestinians are recorded as missing, trapped under the debris.

Diverging Claims on Body Whereabouts

Hamas has stated it lacks information on the precise locations of all the bodies, saying it has lost contact with a number of its units that had been detaining the captives and were reportedly eliminated during Israeli bombardments.

In contrast, an Israeli government spokesperson asserted that Hamas knew the locations of the remains. “If Hamas made more of an effort, they would be able to recover the bodies of our captives,” the official said.

American Stance and Weapons Surrender Talks

Although the US president has conceded that some of the bodies are difficult to reach, he said that “others they can hand over immediately and, for unknown reasons, they are failing to do so.”

“This could be related to the disarming of the group,” he noted.

Washington has said it has received guarantees from the organization that the faction will surrender its arms, though no specific schedule has been set. They remains hesitant to surrender its weapons without solid assurances about the future of its fighters.
