UK and France Will Dispatch Troops to Ukraine if a Peace Deal is Finalized

The London and Paris have signed a statement of purpose concerning the deployment of military forces in the nation should a peace deal be concluded with Russia, the British leader, Sir Keir Starmer, has stated.

Following talks with allied nations in the French capital, he said that the two nations would "set up defense centers in various parts of Ukraine and build secure structures for arms and military equipment" to prevent any potential incursion.

The coalition members also proposed that the US would play the primary role in overseeing a truce.

The Kremlin has repeatedly stated that any external forces in Ukraine would be considered a "valid objective", but has not yet commented on this latest development.

Background and Continuing Conflict

Moscow's leader Vladimir Putin launched a comprehensive attack of Ukraine in the start of last year, and Russian forces presently occupies roughly 20% of Ukraine's sovereign soil.

"This is a vital part of our pledge to be alongside Ukraine for the duration," commented Starmer.

Top officials and senior officials from the "Coalition of the Willing" took part in the recent discussions.

Addressing reporters at a shared media briefing, Starmer noted: "It establishes the framework for the legal framework under which allied and coalition forces could function on Ukraine's territory, securing Ukraine's airspace and waters, and rebuilding Ukraine's defense capabilities for the years ahead."

The British leader also stated that London would be involved in any Washington-directed confirmation of a prospective truce.

Defense Assurances and Negotiation Stances

Senior American diplomat Steve Witkoff remarked that "long-term defense assurances and strong economic promises are critical to a enduring ceasefire" in Ukraine – alluding to a major requirement made by the Ukrainian government.

He indicated the coalition had "largely finished" their work on establishing such guarantees "so that the Ukrainian people know that when this conflict ends, it ends permanently."

The former US envoy, US President Donald Trump's representative, also was involved in the talks.

At the same time, French President Emmanuel Macron said that Ukraine's supporters had made "significant advances" at the talks.

He noted that "comprehensive" safety pledges for the Ukrainian government had been agreed in the case of a potential ceasefire.

President Volodymyr Zelensky said that a "huge development" had been made in the talks, but qualified that he would only view efforts to be "adequate" if they led to the end of the fighting.

Earlier, Zelensky suggested a peace agreement was "mostly finalized". Settling the outstanding 10% would "determine the fate of the peace, the destiny of Ukraine and Europe".

Unresolved Issues

  • Territory and defense assurances have been at the center of ongoing disputes for the parties involved.
  • Putin has repeatedly warned that Kyiv's military must withdraw from the entirety of Ukraine's eastern Donbas region or Russia will occupy it, rejecting any compromise over how to conclude the war.
  • Zelensky has thus far excluded ceding any land, but has floated the idea that Ukraine could move its troops to an agreed point – but only if Russia follows suit.

Moscow currently controls about 75% of the Donetsk oblast and around 99% of the adjacent Luhansk region. The pair of oblasts form the industrial region of the Donbas.

The original US-led comprehensive proposal that was widely leaked to the media last year was seen by Kyiv and its partners in Europe as being disproportionately favorable in Moscow's favor.

This sparked weeks of focused negotiations – with Ukraine, the US and European leaders trying to revise the document.

Last month, Kyiv sent the US an new 20-point plan – as well as separate documents detailing possible security guarantees and plans for Ukraine's reconstruction, Zelensky added.
